PaulCunninghamPaul Cunningham has over thirty years of experience as an executive, a manager and a policy analyst in the public, nonprofit and private sectors. From 1974 to 1984, Mr. Cunningham held a number of budget and policy positions with the state of Idaho, including special assistant to Governor John V. Evans.

Upon moving to Denver in 1984, Mr. Cunningham worked for the Western Governors Association where he served as Executive Director for five years. As Executive Director, he led policy initiatives on a variety of issues including water, education, transportation, and international trade. For three years Mr. Cunningham was the Manager of External Affairs at the largest irrigation district in the country, the Imperial Irrigation District in California. Mr. Cunningham has also operated a consulting firm that provided public relations advice and natural resource policy analysis.

Mr. Cunningham is a graduate of Utah State University and served as a naval officer in Vietnam as skipper of a patrol boat.
