Russell Westerberg was born and raised
in Idaho and received his formal education in Idaho public schools
and the University of Idaho. After returning from active duty with
the U.S. Army in 1965 he was employed by Monsanto in Soda Springs,
Idaho. In the spring of 1978 he resigned his position in the
accounting department at Monsanto's Soda Springs plant and moved to
Boise where he has resided since.
He was elected by, and served three south eastern Idaho counties
in the Idaho Legislature during the seventies. As a result of his
recognized expertise on the House Revenue & Taxation Committee
he was asked to become the Executive Manager and President of the
Associated Taxpayers of Idaho Inc. in 1978. A position he held
until 1987 when he left to start his own government relations firm
WESTERBERG & ASSOCIATES with offices in down town Boise, Idaho.
In that capacity he continues to serve the interests of a variety
of clients engaged in energy, tourism, advertising, recreation and
economic development including Capital City Development
Corporation. In behalf of clients he has written and successfully
pursued passage of many amendments to Idaho law including "tax
increment financing" for the city of Boise.
Russell Westerberg was appointed twice by Governor John Evans to
the state Racing Commission within the department of Law
enforcement. He served in that capacity through most of the
eighties. At the request of Governor Dirk Kempthorne he
participated for a year as a member of the State Aeronautics
Board.
Russell and his wife Diane have lived not far from the Boise
airport for the past twenty one years. They are the parents of
three grown children and five grandchildren. Both Russell and Diane
are private pilots. During the past 15 years they have owned and
flown six different General Aviation airplanes with the most recent
one purchased last September. Russell is a member of the Idaho
Aviation Association, AOPA (Aircraft Owners & Pilots
Association), and the Piper Owner Society. He is very familiar
with, and supportive of the Boise airport both as a pilot, and a
customer/passenger of the commercial airlines serving Boise.
